Job Description
The European Border and Coast Guard Agency, also known as Frontex (from French: Frontières extérieures for "external borders"), is an agency of the European Union headquartered in Warsaw, Poland, exercising in coordination with the border and coast guards of member states the border control of the European Schengen Area, a task within the area of freedom, security and justice domain.
Frontex's budget has increased from the €143 million for 2015 to €543 million for 2021 and the staff of the agency is planned to reach 10,000 by 2027.
Frontex was established in 2004 as the European Agency for the Management of Operational Cooperation at the External Borders and is primarily responsible for coordinating border control efforts. In response to the European migrant crisis of 2015–2016, the European Commission proposed on 15 December 2015 to extend Frontex's mandate and to transform it into a fully-fledged European Border and Coast Guard Agency.
We are looking for a IT Security Project Manager to be based in Frontex premises in Warsaw, Poland
Responsibilities:
- Manage the complete lifecycle of security projects, from initiation to closure, ensuring successful delivery of project objectives.
- Establish and maintain project controls to ensure milestones are met, and project products are delivered on time and within scope.
- Assure and control the quality of project deliverables, ensuring compliance with security standards and best practices.
- Identify, track, monitor, and communicate project-related issues, scope changes, variances, and contingencies throughout project implementation.
- Liaise with the Project Board and other key stakeholders to provide project updates, gather requirements, and address concerns.
- Assign and oversee tasks, authorize work packages, balance priorities and workload within the project team, and motivate team members.
- Plan and control the delivery processes of project products, ensuring efficient resource utilization and timely completion.
- Facilitate effective communication within the project team and with external stakeholders, fostering collaboration and information sharing.
- Produce project management products, such as plans, logs, schedules, and reports, to effectively monitor and communicate project progress.
- Define the responsibilities of parties involved in the project and ensure their understanding and adherence to project goals and objectives.
- Prepare and deliver oral and written technical reports and project presentations to communicate project status, findings, and recommendations.
- Organize and conduct project meetings, including kick-off meetings, progress updates, and lessons learned sessions.
Requirements
- Minimum 8 years of relevant professional experience in the IT field, with at least 3 years of experience in managing Cyber/Information Security projects and/or programs.
- Master's degree in a relevant field.
- Certification in one of the following:
- CISSP (Certified Information Systems Security Professional),
- CISA (Certified Information Systems Auditor),
- CISM (Certified Information Security Manager),
- or an equivalent internationally recognized certification (subject to acceptance as a valid credential by the Contracting EU-I).
- Proficiency in at least one of the following Risk Assessment methodologies:
- EBIOS,
- CRAMM,
- PILAR,
- or equivalent (subject to acceptance by the Contracting EU-I).
- Strong knowledge of Defense-in-depth Security Architecture principles.
- In-depth understanding of security concepts, such as cyber-attacks and techniques, threat vectors, risk management, incident management, etc.
- Familiarity with security policies based on industry standards and best practices.
- Broad architectural background with full-lifecycle experience of delivering IT Security solutions.
- Understanding of the principles of best practice security as embodied in ISO27001.
- Excellent analytical and problem-solving skills.
- Certificate in PRINCE2 or PMP (Project Management Professional) or equivalent.
- Experience in leading at least 2 medium-large ICT projects as a project manager.
- Strong communication skills, including the ability to produce high-quality written material and presentations.
- Strong leadership skills and the ability to work effectively with colleagues, managers, and suppliers.
