Job Description

We are looking for a Senior IT Systems Project Manager to work 100% remotely with the European Commission in Brussels. You can work from anywhere in the EU.

In December 2020, the Commission adopted the Digital Services Act (DSA), a single set of rules that aims to ensure transparency of the online space by defining clearer responsibilities and accountability for online platforms such as social media and marketplaces, tailored to their respective role, size and impact in the online ecosystem.

This proposal will bring legal certainty, foster innovation, growth and competitiveness, and facilitate the scaling up of smaller platforms, SMEs and start-ups by opening up new opportunities to provide digital services across borders.

The DSA contains an obligation for the Commission to develop an information sharing system that aims to facilitate communication between the different authorities responsible for the enforcement of the DSA. In addition, it contains the obligation for the Commission to develop a publicly accessible database with the decisions and statements of reasons on the removal or disabling of content.

DESCRIPTION OF TASKS:

- Project management (business side) of the systems required to implement and enforce the Digital Services Act.
- Provision of expert advice and assistance in relation to the IT systems, security and infrastructure for the DSA.
- Analysis of business and functional requirements of IT systems and infrastructure for the DSA, including a review of usability of existing IT systems and building blocks in the Commission. This includes the delivery of a written report based on this analysis
- Extensive stakeholder consultation and testing of user requirements with the Commission, Member
- States, and possible other identified stakeholders. This includes organising dedicated remote workshops.
- Preparation of vision documents and communication materials, such as mock-ups of the IT systems, security, and infrastructure and other internal presentations.
- Estimation of costs, timescales, and resource requirements for the successful development of the IT systems and infrastructure for the DSA. This includes the delivery of a written report of this estimation.
- Preparation of the necessary internal documents on IT Governance for the development of the IT systems and infrastructure for the DSA.
- Liaise with the policy team, as well as other relevant teams, and duly reflect their needs to ensure that the preparation of the information systems and infrastructure reflects the needs of the DSA.
- Preparation of a hand-over document for the purpose of the future development of the IT systems and infrastructure for the DSA.

Requirements

Must Have:

-Bachelor’s level Degree or 3 years of higher education.
- Good knowledge of the Digital Services Act (Regulation (EU) 2022/2065)
- Good knowledge of the PM2 project management methodology.
- Excellent knowledge of identity and access management, risk management, IT audits (both internal and external, ISO 27001, GDPR, Security and Operations Control 1 and 2) and security.
- Strong knowledge of information systems, security infrastructure and ability to analyse different solutions for a technical development problem and formulate advice.
- Experience in design of IT systems and databases, along with fast preparation of necessary documents, tools, and visual materials, e.g., mock-ups.
- Experience working in agile environments and via innovative techniques to engage customers during the project.
- Very good knowledge of application security, vulnerability management, data security, implementation of security requirements, design specifications and compliance controls, cloud security, logging and monitoring, third party security management, security issues related to software pilots, system upgrades and enhancements, and creation of process/procedure documentation.
- Ability to understand, speak and write in English at C2 level or above
- EU National

Daily rate: Negotiable Gross/ Day - all inclusive with NET30 payment
